HRCSB Coordinates Care For Infants And Toddlers With Developmental Delays
Early identification for developmental delays is crucial. If infant delays are evident, the best outcomes happen with early intervention. Early Intervention is a collection of services provided by public and private agencies that enhance the growth and development of infants and toddlers with developmental delays. Services are family-centered and family supportive. Early Intervention services are also referred to as the Individuals with Disabilities Education Act (IDEA), Part C.
What Developmental Delays Constitute Early Intervention?
We provide a comprehensive, collaborative, coordinated, family-centered system of early intervention services in Harrisonburg and Rockingham County for eligible children. Children may be eligible if the child is age birth to three years with one or more of the following:
- 25% delay in any area of development
- Diagnosed condition such as Down Syndrome, cerebral palsy, seizure disorders, etc.
- Atypical development such as atypical muscle tone, parent/child attachment difficulties, or other atypical behaviors that affect development.
Start Out With A Screening For Early Intervention Services Eligibility
If you suspect developmental delays, we are here to help caregivers every step of the way. We provide free developmental screenings and assessments to determine need for service. If the child is found eligible for early intervention services, an Individualized Family Services Plan (IFSP) is developed to set outcomes with the family and service providers, both public and private.

Family insurance and a sliding scale based on family size and income determine fees associated with intervention services.
