Harrisonburg-Rockingham Community Service Board is one of 40 Community Services Boards in the state of VA and is licensed by the Department of Behavioral Health and Developmental Services. HRCSB is a not for profit, public agency that is considered a subsidiary of local government. HRCSB has an array of behavioral health services available to the residents of Rockingham County and the City of Harrisonburg who are dealing with effects of mental health, substance use and developmental issues in their lives.

Health Planning Region 1 Regional Resources
Health Planning Region I (HPR I) is comprised of nine Community Service Boards and three Virginia State Facilities that serve people with behavioral healthcare and developmental disabilities in Virginia’s Northwestern Piedmont and Shenandoah Valley regions. Behavioral healthcare disabilities include mental health and substance use conditions.

Department of Behavioral Health and Developmental Services
Virginia’s public mental health, substance use, and developmental disability services system is comprised of 16 state facilities and 40 locally-run Community Services Boards (CSBs). The CSBs and facilities serve children and adults who have or who are at risk of mental illness, serious emotional disturbance, developmental disabilities, or substance use disorders. DBHDS works with a broad network of stakeholders to transform the system to enhance community-based care for individuals, make infrastructure improvements to the state facilities and to change the way services are delivered. Their strategic plans reflect efforts to fully embrace self-determination, empowerment, and recovery for individuals in the service system.
Commonwealth Center for Children and Adolescents
The Commonwealth Center for Children & Adolescents, located in Staunton, is an acute care mental health facility for children and adolescents under the age of 18. CCCA is licensed and operated by the Virginia Department of Behavioral Health and Developmental Services.
Western State Hospital is an acute state psychiatric hospital for adults 18 years and older experiencing serious mental illness. Located in Staunton, it is licensed and operated by the Virginia Department of Behavioral Health and Developmental Services.
Catawba Hospital is a state psychiatric hospital for adults specializing in serving geriatric individuals. Located in Catawba, it is licensed and operated by the Virginia Department of Behavioral Health and Developmental Services.
Virginia Association of Community Services Board
VACSB represents Virginia’s Community Services Boards and Behavioral Health Authorities in state and federal public policy matters, including state and federal funding, legislation and regulation.
Virginia Board for People with Disabilities
The Virginia Board for People with Disabilities serves as the Developmental Disabilities Planning Council for addressing the needs of people with developmental disabilities as established under the federal “Developmental Disabilities Assistance and Bill of Rights Act” and the state “Virginians with Disabilities Act.” The Board advises the Secretary of Health and Human Resources and the Governor on issues related to people with disabilities in Virginia.
Infant and Toddler Connection of Virginia
Early intervention services are available throughout the Commonwealth of Virginia to support the development of infants and toddlers with developmental delays or disabilities and their families.
Virginia Commonwealth University – Autism Center for Excellence (VCU-ACE) is a state and national leader in developing, cultivating, and disseminating knowledge to increase implementation of research-based practice needed to effectively support individuals with autism spectrum disorder to lead quality lives in their home, school, community and work.
The Office of Human Rights assists the Department of Behavioral Health and Developmental Services in fulfilling its legislative mandate to assure and protect the legal and human rights of individuals receiving services in facilities or programs operated, licensed or funded by the Department.
In response to the drug epidemic in Virginia, Governor Terry McAuliffe created a Task Force on Prescription Drug and Heroin Abuse. This Task Force recommended the development of an informational website that would serve as a resource for all Virginians in the fight against heroin and opioid abuse throughout the Commonwealth.
National Resources
HIPAA (Health Insurance Portability and Accountability Act) is a federally-implemented and nationally-applicable standard in healthcare. The Privacy Rule establishes national standards to protect individuals medical records and other personal health information. The Privacy Rule applies to health plans, health care clearinghouses, and health care providers that conduct health care transactions electronically.
National Institute of Mental Health
The National Institute of Mental Health (NIMH) is the lead federal agency for research on mental disorders. NIMH is one of the 27 Institutes and Centers that make up the National Institutes of Health (NIH), the nation’s medical research agency. NIH is part of the U.S. Department of Health and Human Services (HHS).
Substance Abuse and Mental Health Services Administration
The Substance Abuse and Mental Health Services Administration (SAMHSA) is the agency within the U.S. Department of Health and Human Services that leads public health efforts to advance the behavioral health of the nation. SAMHSA’s mission is to reduce the impact of substance abuse and mental illness on America’s communities.
Advocacy Resources
The National Alliance on Mental Illness (NAMI) Virginia was created in 1984 to provide support, education, and advocacy for individuals and families in Virginia affected by mental illness.
The Arc promotes and protects the human rights of people with intellectual and developmental disabilities and actively supports their full inclusion and participation in the community throughout their lifetimes. The Arc’s Public Policy and Legal Advocacy teams promote and protect the rights of people with intellectual and developmental disabilities by advocating on a broad range of issues that affect their lives.
In 2011, SAMHSA launched the Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) to promote the widespread adoption of recovery-oriented supports, services, and systems for people in recovery from substance use and/or mental health conditions.
The Wounded Warrior Project is a military and veterans service organization that empowers injured veterans and their families. Their purpose is to raise awareness and enlist the public’s aid for the needs of injured service members.
Drug Rehab Connections is a non-profit organization that was founded by a group of individuals who know both sides of addiction. It provides important information about drugs, how to access treatment centers and support groups, and answers commonly asked questions about addiction treatment.
